ABSTRACT
Examines the implications of the U.S. Senate Intelligence Committee hearing, chaired by Senator Frank Church, regarding the unlawful retention of biological toxin by the Central Intelligence Agency (CIA). Order by former President Richard Nixon in 1970 to destroy all biological weapons in the possession of government agencies; Failure of the CIA to destroy the shellfish toxin in its possession; Confusion in the Senate committee because of the lack of paper documentation; Author's view that this is consistent with the CIA procedure of "plausible denial"; Revelations regarding the pattern of relations between junior and senior officials of the CIA; Author's view that this is indicative of the lawlessness in the agency.
