ABSTRACT
The article presents a brief overview of the revised proposal of the U.S. Federal Maritime Commission (FMC) on reform on financial responsibility levels for ocean forwarders and non-vessel-operating common carriers. It makes reference to changes to the July 2013 proposal as announced by FMC Commissioner William Doyle at the National Customs Brokers and Forwarders Association of America Government Affairs Conference in Washington, D.C. in September 2014.
