According to Tony Moss, the Institute of IT Training's (IITT) director of professional services, the open learning centre is “a primary venue where the individual learner and the learning vehicle come together, where the learner can be guided, educated and tested. But there are no guarantees. Open learning provides no easy options for either the learner or the centre itself.” An open learning centre must provide a very special environment. Without recourse to traditional trainers, the open learning centre must offer appropriate supporting provisions. INSET: National Trainers' Conference 2003.
