ABSTRACT
Carmel, Indiana, voters re-elected Mayor James Brainard as of May 6, 2003, but did not re-elect a council member who had brought a complaint against the mayor to the state's disciplinary committee for lawyers.Former city council member John Koven, who lost his bid for re-election, brought the complaint against Brainard, who is an attorney, to the state of Indiana Disciplinary Commission of the Supreme Court in July 2002.In his complaint, Koven alleged that Brainard asked Downs to overcharge the city by $5,000 so that the mayor could use the money for his re-election, Koven said.The letter, which has been obtained by The Bond Buyer, is addressed to council president Luci Snyder, who unsuccessfully ran against Brainard in the election.
