Colorado governorMike Owens has signed into law all but one of state Treasurer Mike Coffman's four proposals to reform school district budgeting and bond election procedures.Owens is expected in coming days to sign House Bill 1274, which would change the collateral for districts that receive money under the state's interest-free loan program from the state's general fund to the property taxes of individual districts that borrow under the short-term loan program.In addition, the bill mandates that districts that participate in the program develop an annual borrowing plan at the beginning of each fiscal year.Bills already signed by Owens include Senate Bill 149, which imposes generally accepted accounting methods on districts, including a quarterly financial review by school boards.
