Public hearings in the legislature began on May 5, 2003 on Delaware's proposed 392.4 million dollar fiscal 2004 bond bill, which mainly funds the state's Department of Transportation and local school construction projects. The proposed bond bill includes a 7 million dollar transfer from the state's general fund, which must be approved by the state legislature's Joint Finance Committee. About 258 million dollar of the total bill is expected to be allocated to the Department of Transportation, with just less than 78 million dollars for schools and the remainder divided among other state agencies. Governor Ruth Ann Minner requested in April 2003 that any additional revenue go to 2004's bond bill to fund capital projects, rather than going into the general operating fund.
