ABSTRACT
In this study, social accountability, which came to the foreground by the changes in management approach especially as of 1980's, is examined as one of the types of accountability in public administration through the examples of Nepal and Turkey. The aim of the study is to seek answers to the questions of what is social accountability and which mechanism does it have, and draw a general framework on the basis of example implementations. The basis of the study is the assumption that the change in understanding and practice of administration opens new dimensions in the understanding of accountability. Social accountability concept, which can be seen as important basis of govern-managed relationships in democratic administrations, is supported by the World Bank especially in developing and developed countries for rather poor folk groups in order to benefit from the effective public services with tools such as requirement of citizens, participatory budgeting, citizens report cards. Historical and descriptive research methods are used in this study. In this context, first the relationship between accountability and public administration and then conceptual dimension of accountability and social accountability are examined on the basis of paradigmatic change in administration. The study ends with an overall assessment made in the conclusion.
