Romney aide Eric Kriss told that the university must submit a brand-new capital plan before it can expect to sell any more tax-exempt bonds. The comments came before a vote in the legislature, forced by Romney, that calls for the dissolution of the university system's office of the president, which Bulger has held since 1996, when he retired as state Senate president. The revocation effected a 371 million dollar bond sale that was unexpectedly pulled by the administration in March 2003, the day before it was to be priced by senior manager Salomon Smith Barney.
