A TAXI driver who was given a hackney licence despite being banned from the roads nine times killed a teenager walking home from college, a court heard. David Baillie, 40, was driving on the wrong side of the road while overtaking a car when he smashed into Sarah Burke, 17. A court heard he was given a council cab licence just days before the smash, despite his appalling driving record.
