ABSTRACT
With state and federal highway funds meeting only about 20 percent of Texas' freeway needs, legislators are increasingly looking for tolls to finance road projects in fast-growing areas such as Dallas, Houston, and Austin. With toll roads already a major part of the landscape in Dallas and Houston and soon to be constructed in the Austin area, residents of Texas are becoming more accustomed to paying tolls to travel on public roads. The Texas Legislature is betting that drivers in the state will increase their quarters to travel on even more toll roads if such roads prove less crowded than their traditional toll-free counterparts.
