Reports that community activists have threatened to begin a referendum drive if the San Diego City Council in California approves a plan to finance a $200 million convention center expansion. Aim to force the postponement of a certificate of participation (COP) sale scheduled for January 1998; City Councilman J. Bruce Henderson as leader of the referendum drive to stop the convention center COPs deal.
