ABSTRACT
This paper analyses the evolution and changes in water policy in Andalusia during the last decades. The article focuses mainly on the institutional changes, the evolution of the availability of water resources, the agricultural and urban demands and some of the most significant environmental consequences of hydrological policy. Special attention is given to the spatial expression of these phenomena, using water indicators designed in a more general work on territorial development assessment applied to the case of Andalusia (IDTA) that has been carried out at the University of Seville since 1998. The paper highlights the progress in water management over the period, but also the inertias, resistances and new problems associated with the interrelationships between water and land management, in the frame of global change processes affecting Andalusia.
