Reports that business owners in Westchester County, New York have been prompted by the US Immigration and Naturalization Service (INS) to review the documentation of their employees. High rate of non-compliance in Manhattan during the INS's pilot program resulting to arrests of 1,824 illegal aliens; Seven conditions contained in the Immigration and Naturalization Act of 1990.
