Joint Maryland-Delaware Road Projects Could Rely on Bonds

Maryland Governor, Robert L. Ehrlich Jr. announced that the state, working in conjunction with neighboring Delaware, is planning improvements to a major traffic artery that runs through the two states, a$ 2 billion endeavor that could be partially funded by revenue bonds. In an attempt to relieve traffic congestion on a 50-mile section of I-95 between Baltimore and the Delaware state line, Ehrlich proposed spending nearly$ 2 billion on four series of improvements that may include additional lanes in each direction. The main areas for improvement include an eight-mile section from the Baltimore City line north to Maryland Route 43, which officials want to expand by four lanes at an estimated$ 750 million cost. The Maryland portion of those improvements would be funded by the Maryland Transportation Authority, which owns and operates the state's seven toll facilities and which relies on that revenue, not taxes, to fund its projects.
