Minnesota's Democratic leaders plans to revive a proposed$ 418 million capital bonding package that failed in a Senate floor vote after the bill failed to draw the support of Republicans who charged that the state cannot afford the projects in May 2003. The bonding bill is substantially larger than ones typically passed in the odd-numbered year of a legislative session when lawmakers focus their attention on the state's two-year budget. The bonding bill includes$ 330 million of vetoed projects from the previous bill with the remainder representing newly proposed projects, according to Kathy Blair, administrator for the Capital Investments Committee headed by the bonding bill's sponsor, Democratic Sen. Keith Langseth.
