ABSTRACT
As Delaware increased its revenue estimates for the fiscal year and predicted less spending, Governor Ruth Ann Minner said in the third week of April 2003, that any additional revenue should go to 2004's bond bill to fund capital projects, rather than going into the general operating fund. The Delaware Economic and Financial Advisory Council, which formally estimates state revenues, predicts a 23.4 million dollar increase in overall revenue from its estimates in March 2003, which represents an increase of nearly 98 million dollars since December 2002, and decreased its estimated expenditures by roughly 63 million dollars, also since December 2002. The increase in funds is mostly in the form of abandoned property revenue and corporate income taxes, which Minner says should go to fund minor capital projects.
