The article reports on the U.S. National Labor Relations Board (NLRB) ruling that the phrase "discourteous or inappropriate attitude or behavior" on company handbook distributed by First Transit is illegal because it is too broad and could deter employees from union organizing and engaging in concerted activity for their welfare.
