Focuses on the controversy surrounding the formation of the New York State Urban Development Corporation (UDC), in the name of civil rights activist Martin Luther King Jr., by U.S. Vice President Nelson Rockefeller. Request made by Rockefeller to George Woods, director and former chairman of the First Boston Corp., to take charge of the UDC as chief executive officer; Importance given by Rockefeller to Woods' status in the investment community, in order to strike confidence into the hearts of the big investors in tax-exempt bonds; Effort of Woods to establish credit for UDC bonds.
