Examines the attitude of the Soviet Union toward Eurocommunism of Spanish political leader Santiago Carrillo as expressed in his book "Eurocommunism and the State." Impact of the U.S. human rights campaign on the Russian politics; Censure of Spanish political leader Santiago Carrillo by the Soviet Union; View that the advocates in the Kremlin of a more tolerant line toward European Communist apostasies has been losing ground; Insistence of the Soviet union that there is new center of the Communist movement; Refusal of the Italian Communist Party to defend Carrillo; View that there is still no fundamental conflict between the Western European Communist parties and the Kremlin; Negation of the view that communists in Europe might threaten Soviet hegemony in Eastern Europe.
