ABSTRACT
The purpose of this study is to provide better understanding of what is the meaning being comprehensive capacity building in affording change and bring innovation for ICT implementation. Although this is just a concept paper, however, this entails a little different nuance that need to be considered in restructuring and re-culturing the capacity of individual, organization and society. Therefore, some aspects of capacity building, innovation, restructure and re-culture teacher role as leader and its power of leadership will be described.
