The Ohio Building Authority (OBA) plans to refund $140 million of Bureau of Workers' Compensation facilities refunding bonds following an upgrade in the outstanding bond rating from Moody's Investors Service Inc. The authority issued the original bonds to purchase the William Green Building and leased the building back to the state, said OBA executive director Paul Goggin. The timeliness of payments and the small percentage of debt that the bonds represent as part of the overall budget were strengths in the rating of the bonds.
