Illinois Senator: GOP Support for Pension Plan Depends on Budget

Illinois governor Rod Blagojevich will win over enough Senate Republicans to get his controversial $10 billion pension borrowing proposal approved but he may have to wait until after the release of his fiscal 2004 budget in the fourth week of April 2003. The general obligation bonding plan was called up for a vote after Blagojevich signaled that he had enough Republican votes to win the three-fifths majority needed on debt matters, but the measure failed one vote short of the 36 votes needed after several Republicans withdrew their support. But senator Steven Rauschenberger, who is considered the Senate Republicans' leading voice on budget issues, said he does not believe enough Republicans will sign on until after Blagojevich releases his spending plan for fiscal 2004.
