ABSTRACT
The article reports that accounting rules that will force U.S. municipalities to report net pension liability are expected to trigger credit downgrades in Pennsylvania. This possibility is raised by Richard Dreyfuss, an adjunct fellow at the Manhattan Institute's Center for State and Local Leadership. Dreyfuss believes that the Governmental Accounting Standards Board requirements could spur cities to adopt better funding policies.
