The war in Iraq and the “high” terror threat alert have put security costs for the U.S. cities on track to top 2 billion dollars for the period April-September, 2003 unless substantial federal funds are provided, officials from the U.S. Conference of Mayors have said on March 27, 2003. “The direct costs reflected in this survey are additional dollars on top of homeland defense dollars that cities may already be spending,”said Baltimore, Maryland Mayor Martin O' Malley at a press conference. In his recent 75 billion dollar war appropriations request, U.S. President George W. Bush included 4 billion dollars for homeland security, but only 1.4 billion dollar would be received by the local governments, the mayors said. The mayors would like to receive more direct funding from the federal government instead of having to go through state capitals which the mayors believe limit and slow the flow of funds.
