ABSTRACT

Examines the two initiatives that are virtually certain to pass in the crime bill and to consume a majority of the measure's spending: prisons and police. Criminals who often serve only a fraction of their term; Suggestion that resolving the sentencing mess would quell public complaints but may have little impact on crime; Plan to add 100,000 cops to the nation's streets; Question of whether additional cops will deter crime.
