ABSTRACT
Reports that barely 48 hours after the final Israeli troops withdrew from the Gaza Strip, militant Islamic gunmen attacked a border station and killed two Israeli soldiers, forcing upon Gaza's new police an awkward but crucial challenge. Under the Palestine Liberation Organization's accord with Israel, the Palestinians were obligated to hunt the killers and turn them over to Israeli authorities. How failure to act could short-circuit the peace agreement.
