Claims the real reason that CP Rail System and Canadian National Railway System will lose an estimated $300 million and $80 million, respectively, in 1993 is because of the over-built, over-serviced but under-utilized eastern half of each company's empire. Proposed merging of the two systems in eastern Canada; Possible massive reduction of track, facilities and workers in the east; Benefits for western Canada; Charges that reform in the east are not enough.
