ABSTRACT
Despite a weak national economy and a lean state budget, Delaware's revenues for 2003 will increase slightly but remain virtually unchanged for fiscal 2004, the Delaware Economic and Financial Advisory Council (DEFAC)has estimated. DEFAC, which formally estimates state revenues, is projecting a 21 million dollar increase this fiscal year but has not changed its prediction for fiscal 2004, which begins July 1. Governor Ruth Ann Minner's 2.4 billion dollar fiscal 2004 budget proposal would cut expenses across the board and boost taxes, and estimated 2004 revenues have not declined, according to DEFAC. Minner's proposed budget, released in late January, requests 152.8 million dollars in cuts and savings, in addition to 144.5 million dollars in cigarette and corporate franchise tax hikes and other measures designed to raise revenue.
