ABSTRACT
The article offers a look at the expansion case employed by Latin American Development Bank president Enrique García who turned the Corporación Andina de Fomento (CAF) into a bank with now 18 shareholder nations and 26.8 billion dollars in assets. His acceptance of the post of minister of the economic team of Bolivia is recounted. The lessons learned in the Latin American region and the challenges to developing a growth model not dependent on commodities are discussed.
