Reveals the Los Angeles City Council has agreed to pay Joe Morgan, Hall of Famer and former second baseman for the Cincinnati Reds, $796,000 to settle his 1988 excessive-force lawsuit against the Los Angeles Police Department. Morgan argued that in the course of their investigation of a suspected drug courier the police roughed him up because he was black.
