ABSTRACT
States that in a report on the government and the environment due next month, the policy arm of the National Academy of Sciences, the nation's most prestigious scientific institution, will recomment that, instead of the chief of the Environmental Protection Agency (EPA) getting the cabinet's `green seat,' the post should go to the head of a new, broad-based Council on the Environment. Purpose of the council; The EPA is too narrowly focused on enforcement and regulation.
