ABSTRACT
Reports that in his last message to congressional leaders on January 19, President George Bush categorically stated that Iraq retains both nuclear and biological weapons and that Baghdad `is continuing its efforts to circumvent inspections and preserve as much technology as possible for a renewed nuclear weapons effort.' Bush revealed previously highly classified intelligence reports on China; The disclosure will probably be used by Democrats.
