ABSTRACT
States a federal appeals court has ruled that former President Richard M. Nixon must be compensated for the government's 1974 seizure of presidential papers and tapes after the Watergate scandal forced him to resign. Ultimately the American taxpayer will foot the bill, which some estimates put in the millions. A New York `Times' editorial called the court decision `ludicrous.'
