ABSTRACT
Reports that United States Forest Service (USFS) manager John W. Mumma was not offering enough trees for sale in the 25 million acres of forest he oversaw. Congress tells loggers how many acres of national forest they can buy and cut; USFS employees are supposed to go along with what Congress says under all circumstances; Mumma's decision to retire; Congress is now investigating whether Mumma was forced out of his job simply for trying to do what he thought was best.
