ABSTRACT
Discusses how acting Secretary of State Lawrence Eagleburger, once called `Serbia's best friend in Washington,' turned into the administration's number one hawk in favor of military action to stop the atrocities in Bosnia. Eagleburger's anger developed due to having been systematically misled by Serbian officials about their intentions and the scope of their operations in Bosnia. Outside military intervention inevitable; Greater violence from the Serbs expected.
