ABSTRACT
Reports that H. Lawrence Garrett III, the 53-year-old Navy secretary since May 1989, insisted he `neither saw nor engaged in any offensive conduct' at last year's Tailhook Convention, the boozy blowout that naval aviators staged in Las Vegas. Blamed for `leadership failure' that resulted in Navy officers' sexually assaulting women; Garrett resigned last week as the Navy's boss.
