Nov 15 (Interfax) - Rosneft (MOEX: ROSN), as an independent gas producer, is proposing to transition from a model of continually increasing tariffs for transporting gas to a model of reducing these tariffs for the further development of the gas sector, the deputy head of the state-controlled oil company's gas business department, Oleg Ivanov said.
