The article focuses on the push of Hy Kloc, Democratic state House member from Boise, Idaho, for a pilot preschool (pre-K) program in Idaho. Particular focus is given to expected spending, results and goals of the program. The author also comments on different organizations and lobbying interests from which Kloc seeks support for the legislation effort such as the Idaho Business for Education (IBE).
