ABSTRACT
The article provides an overview of the innovative budgeting plan of the city of Kitchener, Ontario to address the water-management crisis. The funds required to rehabilitate the Victoria Park Lake to address the flooding and other problems caused by the over six feet of sediment that blocked water flow are discussed. The city developed a funding model that charges a monthly tiered flat fee based on the amount of water runoff generated from properties that relied on the system.
