9 Case-Shiller's 20-city home price index rose 12.8% in Aug. vs. a year earlier, its biggest such increase since Feb. '06. Values rose 0.9% vs. July, better than forecasts. Monthly gains peaked in April. Higher mortgage rates lately have cooled appreciation. Las Vegas had the biggest monthly and yearly gains, but its prices remain 47% below their peak.
