The article presents the results of the carried out research on the topical problem of increasing the efficiency of the defensive complex of Russia. 3 groups of the defence enterprises are identified depending on their innovative potential and the socioeconomic situation in a region in which they are located. The choice of defense enterprises for which conversion is expedient is grounded. One of the possible scenarios is considered -- the expansion of conversion based on the introduction of basic innovation for shaping new business environment. The results of the successful implementation of the innovative project "Trorek" are presented.
