Europe's fishing policy `full of holes.'

The article focuses on the intention of the Worldwide Fund (WWF) for Nature to write a new fisheries policy for the European Community. Michael Holden, who was head of fisheries conservation at the European Commission until last year, helped write the Common Fisheries Policy in 1982. The policy was aimed at conserving fish stocks, but virtually all European stocks are falling. In most of the Community's fishing grounds, the Commission tries to limit catches by insisting that fishermen use nets with a mesh size that lets young fish escape. The WWF says that the only way to save Europe's fish stocks and fishing industry is to reduce severely the number of boats and fishermen to a point where the industry cannot possibly land too many fish.
