Storm clouds gather over climate talks

The article reports on the expected deadlock in negotiations on an international climate treaty taking place in Nairobi, Kenya. This is because of continued refusal by the U.S. to set targets or schedules for reducing emissions of greenhouse gases. The U.S. delegation insisted in Nairobi that setting targets was too costly and would keep countries from signing a climate convention. Instead, the U.S. wants to ask countries to adopt measures aimed at reducing their output of greenhouse gases and increasing the size of "sinks" that absorb the gases, then seeing what happens.
