Reports that shrinking Soviet aid and production problems have forced the government to ration sales of cigars and cigarettes to Cuban citizens, the world's leading tobacco consumers. Cuban President Fidel Castro has been urging Cubans to follow his lead by quitting smoking for health reasons.
