Discusses the growth of new libraries across the state of Florida and the use of modular library design to alleviate some of the problems and costs related to such rapid growth. Reasons for resurgence of library construction; Funding for library construction which has been received from local, state, and federal governments, as well as private agencies; Mention of Florida's Growth Management Act of 1985, which requires each county in Florida to file plans with the state outlining how it will deal with population growth and how capital projects will be paid for; The use of library impact fees in Florida; Cost savings which occurs when the modular library design is used by one library system in multiple locations.
