MOSCOW. July 31 (Interfax) - Mikhail Fedotov, the head of the Russian presidential Human Rights Council, has proposed to U.S. Ambassador to Russia Michael McFaul that the two countries consider the establishment of a working group based on the Human Rights Council and the U.S. Helsinki Commission to discuss the problem of the former CIA employee Edward Snowden.
