Reports on the offer of state cash by Texas governor Rick Perry to support a local bond issue that will finance a rail line to link a proposed Toyota plant with existing Burlington Northern Railroad lines. Creation of additional line to protect Toyota Manufacturing of North America Inc. in case of strike; Proposals given by Perry to allow the rail district to issue a more manageable amount of debt for its maiden sale.
