Report that last November's crash of a Rockwell B-1B at Ellsworth AFB, S. Dak., revealed the entire B-1B fleet is operating with restricted instrument landing systems. Also believed to play a part in the crash were bad weather and some supervisor and pilot factors. Crash; Investigation; Report.
