ABSTRACT
The article focuses on several options that have been proposed to temporarily set aside European Union (EU) emissions trading scheme allowances. The objective of this proposal is to push up the carbon price in the third phase. By 2013-2015, the proposed options targets to reduce the auctioning volume by 400 million, 900 million and 1.2 billion. A chart is presented listing auction volume changes under the backloading options.
