ABSTRACT
The article discusses concerns over the youth and inexperience of North Korean leader Kim Jong-un as he threatens to use nuclear weapons against the U.S. It notes that nuclear weapons demonstrate the paradox of proliferation since in practical political and strategic terms, they are unusable power. It indicates that while the world's fate may be decided by suicidal madmen and nothing can be done about it, serious people make policy for the inevitable like nuclear proliferation.
